XP box hangs on splash screen when restarted. But will boot fine after a Shutdown.

I've got a PC that will hang on the Windows XP splash screen when it's "restarted". But if Shutdown cold and then powered on it boots up ok. Is there a way to troubleshoot this? PC is a new Intel H55 ...
